Support for Young Scientists and Researchers
In the medium and long terms, today`s shortage of excellent educational researchers can be alleviated only through targeted support for young scientists and researchers. The Federal Ministry of Education and Research (BMBF) is contributing actively to such efforts, in the following three areas:
- Support for young scientists and researchers within BMBF-funded measures
The promotion of young scientists constitutes an integral part of project- and programme-related funding measures. The BMBF thus modifies its funding practice along the lines of the German Research Foundation [DFG]: scientific and research staff without doctoral degrees will normally be employed in (halftime) doctoral student positions [Promotionsstellen]. In addition, in all projects involving at least one research assistant per year, where applicants wish to hire research assistants without doctoral degrees, applicants must describe in their applications the manner in which project work is to be systematically linked with work toward qualifications. - Promoting young scientists and researchers a measure following upon BMBF-funded measures
In cases in which a funded project does not run long enough to enable the project`s research staff without doctoral degrees to successfully complete work toward their additional qualification, the BMBF will provide funding in the form of scholarships for the completion of qualification work. As a rule, the project durations and the periods within which scholarships can be provided are limited to a total of no more than three years. The relevant scholarship grant volumes are in keeping with salaries for halftime positions at the TVöD/L 13/14 level (TVöD/L = collective bargaining agreement of the Federal State and the Länder for the civil service sector). - Promoting young scientists and researchers via thematically focussed scholarship programmes
From the perspective of educational policy, it is particularly desirable to provide targeted support for young scientists and researchers in certain thematic fields. Such support is particularly necessary in light of creating a solid research basis for educational reporting and with regard to providing a scientific basis for practice in formal and everyday learning contexts. - educational research on the basis of official statistical data and other well-defined records,
- competence diagnostics and
- provision of empirical foundations of subject didactics.
The BMBF will initially grant funding for:
Beginning in 2008, a total of up to 30 new doctoral posts per annum will be set up by the BMBF throughout the next five years, corresponding to a half-time post, TVöD/-L 13/14 salary, each for a duration of up to three years.
