1. Objectives of the funding measure

The education system is faced with the major challenge of improving equal opportunities and social participation of children and youths. Taking on educational opportunities requires one particular skill, i.e. is sufficient competence in the language commonly used in a particular country. Against this background, procedures for systematically assessing levels of language competence and approaches to developing a targeted language promotion have been conducted in kindergartens and schools in Germany in recent years. Furthermore, educators and teachers are trained and re-trained in language diagnostics and language support.

Nevertheless, the scientific foundation of the measures and instruments of language diagnostics and language promotion implemented at the present stage, as well as language-related training and re-training of educators and teachers is little developed so far. The lack of theoretically founded empirical expertise in these areas is to be met by a research project within the Framework Programme for Empirical Educational Research. The funding measure aims to elaborate and deliver scientific knowledge, which can be used as a basis for a targeted language promotion by political and administrative stakeholders in education as well as by the respective educational institutions themselves. This knowledge will enable the scientifically grounded support and sustainable promotion of children and youth - with or without a migrant background, and according to their levels of language and development - in acquiring and using complex language competencies. Children and youths at an advanced level of language competence shall be pointed towards a productive extension of their language abilities.

The funding measure allows for carrying out empirical educational research projects, preferably with an interdisciplinary design, dealing with aspects of the acquisition, diagnosis and promotion of language competencies, particularly with regard to specific language requirements of educational institutions. The Federal Ministry of Education and Research (BMBF) promotes fundamental as well as applied research projects regarding the availability, structure, use and acquisition of language competencies, studies on the measurement of language competencies and increase in competencies, intervention studies on concrete language promotion programmes, their implementation in the educational institutions and (differential) assessments of effectiveness, as well as intervention studies on the qualification programmes for educational professionals in the areas of assessing levels of language competence and promoting language skills.

2. State of the funding measure

The Federal Ministry of Education and Research (BMBF) is currently funding 22 projects as well as the co-ordinating office (see below).

A kick-off meeting was held on March 12/13 2009 at Universität Hamburg for the BMBF funding measure of research on language diagnostics and promotion of language competence.

The BMBF has set up a co-ordinating office in order to network the projects within the funding programme and with other, thematically related research and development projects and respective evaluation projects.
