1. Objectives of the funding measure

The knowledge, actions and competence of educational staff are crucial prerequisites to the learning opportunities of learners in the education system. The pedagogical qualification of professionals in educational institutions thus plays a special role in connection with an improvement of the context conditions of the education system and the content-related and organisational development of the educational areas in question. The scientific foundation of qualification processes regarding the educational professionals and the optimisation of educational processes they are trained for is only possible if a connection can be established between professional knowledge and competencies of the pedagogues, the quality of their work and the results of their activities. We thus need to take into perspective the levels of initial and further training, structure and quality of the professional knowledge and the competencies, professional actions of the educational professionals, the quality of the learning environment and the output of the educational area in question (particularly with regard to the development of learner competencies).

Within the Framework Programme for the Promotion of Empirical Educational Research, this funding measure focuses on an empirical assessment of conditions to the development of professional competencies of educational staff. In the long term, we thus intend to achieve an empirically founded adjustment of the standards in the initial and further training of educational professionals, professional knowledge, as well as an evidence-based output control in the education system. In institutions for the initial and further training of educational professionals, a systematic implementation accompanied by further research can be expected to contribute to an increase in the quality of training processes and outputs, thus to an increase (mediated by qualities of education and instruction processes) of the quality of learning and development processes, and learning outcomes of addressees (e.g. pupils/students).

The funding priority "Development of professionalism of educational staff in educational institutions" supports theory-based empirical research projects and such projects guided by hypotheses particularly in the following areas:
  1. Modelling, describing and analysing professional competencies with regard to quality and effectiveness of instruction and educational processes,
  2. Research on the development of professionalism in training and in professional practice,
  3. Research on the effects of measures and instruments in initial and further training of pedagogical staff,
  4. Media-based research on professionalising pedagogical staff
