1. Objectives of the funding measure
One of the core interests of the Framework Programme for the Promotion of Empirical Educational Research concerns the recruitment and promotion of highly qualified young scientists for the domain of empirical educational research. The promotion of young scientists further aims to anchor empirical expertise in the education system as such.The measure "Promoting doctoral studies of young scientists" provides funding to thematically focused, empirically designed doctoral projects proposed by excellent young researchers. Specific priorities are particularly interesting from an educational policy perspective, and they are prevalent with regard to providing a sound research basis for educationally relevant decisions as well as the scientific grounding of educational practice. Doctoral projects that render a significant contribution to bridging research gaps in one of the following three areas are thus given priority:
- Educational research on the basis of data delivered by official statistics as well as process and panel data of different origins (including research on indicators);
- Competence diagnostics;
- Empirical foundation of subject didactics.

2. Status of the funding measure
The initial funding phase comprised 13 doctoral projects. Another 30 projects are currently funded in the second phase.
Apart from this particular funding scheme, the
promotion of young scientists and researchers is an important principle of all the funding measures within the Framework Programme.
