1. Objectives of the funding measure
The federal states in Germany have initiated many schemes in recent years aiming to develop the quality of the educational system and its outcomes, and to sustain it. Numerous instruments of governance were newly introduced in order to improve the system`s existing "knowledge of governance" by means of output-oriented processes (e.g. participation in international comparison studies, introduction of educational standards and pertinent assessments of achievement, educational reporting and school inspection procedures).These innovations may provide the basis as well as supportive conditions for the enhanced governance of the system, but whether they are successful in the defined sense remains an empirical question. Innovation does not work by itself, delivering the desired benefits automatically. Rather, innovative measures need to be understood at different levels of the education system, adapted and developed in new measures. Considering their relevance as regards processes of reconstruction at all levels of the system, the Framework Programme for the Promotion of Empirical Educational Research intends to deliver an empirical basis for the knowledge about attitudes, experiences, events, processes and effects. The knowledge thus generated through empirical research shall contribute to improving the governance of the education system.
The Federal Ministry of Education and Research supports empirically designed projects dealing with the governance of the education system (priority on schools) in the following areas: comprehensive innovations of governance, restructuring educational administration, effects of governance with regard to instruction and educational institutions in difficult situations.
